Step 1- Drag or save and open this image in Photoshop.

Ok, today we are going to learn how to make some changes to a city photo to make it a more relaxing and dreamy scene.

I am going to use this image, you can find your own, or go ahead and use the same one I'm using for this tutorial.

Right click and save the image, or just drag it over to Photoshop if your browser allows it.

Step 2- Add a new Layer, and Adjustment Layer.

Now lets add a new layer to this image. Click the icon that looks like this at the bottom right of your screen.

Now lets add a New Adjustment Layer. To do this, just click Layer > New Adjustment Layer > Color Balance.

A box may pop up, just click OK. Now apply these settings:

Alright! Now remember that layer we added in the begining?

Right now we want it above our Adjustment Layer, so just drag it up over it.

Step 3- Adding Sparkles with the Pen tool.
